During action movies, the people use hand signals to communicate; are those hand signals sign language?

for example a fist means stop, a 2 finger point means go, but where can i learn ALL the other ones? do they chane every few years? is it not open to the public? so, are all these hand symbols sign language that regular civilians know and learn?
