Vibrations can be of assistance, such as pointing to an object (or writing down a word), having someone say the word for the object, and then feeling how their throat vibrates, then mimiking their ‘vibrations’…all sound is, is vibrations hitting a medium anyways.
How have you communicated with others until now?
Try to apply the same method.
You should decide if you want to vocalize or sign.

why weren’t you taught it? what did you do before? becoming oral is hard and because you have been deaf since birth you will have years and years of learning and even then you won’t be able to speak clearly
your best bet is signing which you can get into a class or learn on your own plus doing this can help you learn how to speak faster than those who are forbidden to sign and exercise their voice.
I recomend a deaf site for you. Deafloves.com. You can find many deaf people there and they will help you.
