As best as I know, there are no web sites that teach the language itself, in part because Signed language requires a totally different understanding of how you map a language. (placement in space vs, word order or endings to do various grammar functions).
So your best bet is to find a class in your area.
But if your goal is just to learn signs, or if you want a video dictionary to supplement your skills, I love ASLPRO. they have a decent vocab of 5,000 ish words, all in video format. They also include a section on conversational phrases. LIke you might find if you were to buy “French for Travelers” or something.
