Hes not actually going to create a new Earth. Creating a New Heavens and a New Earth prophecy was first fulfilled in 537BCE in Jerusalem, and it meant a new society and a new Government arrangement. Its going to be fulfilled again as the book of Revelation states. But it says the sea will be no more in the book of Revelation, and that sea represents a the wicked. So this is not taken literally.

All animals have souls. Just because they cannot speak, doesn’t mean they don’t have feelings. If you kick a dog, it feels it the same as we do. Your question is like asking, does a deaf person who sighns have a soul.
I think all animals have souls. And, I think there will be a place for them in heaven (or, as I believe–the new earth that God is going to create–why else would he be creating that new earth?).

Animals do not have souls because it was not the intent of God to be so. Gen. 2:7 tells us the following, “7 And the LORD God formed man of the dust of the ground, and breathed into his nostrils the breath of life; and man became a living soul.” This is the only record of anyone receiving a soul. From that point on every man, woman, or child has been born with a soul.
The soul is the seat of consciousness and as such has the God-given right to exercise free will, to choose between right and wrong. Animals do not have this ability. Also Adam was given the responsibility of dominion over the animals. Gen. 1:26 tells us, ” And God said, Let us make man in our image, after our likeness: and let them have dominion over the fish of the sea, and over the fowl of the air, and over the cattle, and over all the earth, and over every creeping thing that creepeth upon the earth.”
In spite of the fact that both animals and man are created beings, man is the only one created in the image of God. I hope this answers your question.
