Try iTunes U — I think I saw a free program for sign language there. Otherwise there are language libraries at universities that would probably let her come in for free, as well as public library courses, as mentioned previously.
ASL pro has a great dictionary, Religious dictionary and some phrases. Life Print has actual free lessons, and they are great! It also introduces you to the Deaf Culture, so your sister know how to act and communicate with the Deaf.
If you can spend some money, Signing Time is a wonderful way to learn. it helped me TONS. It also might be aired on your TV for free.
