In MN, when does the ASL certification require a 4 year degree?

I am looking to go back to school for an ASL/Interpreting degree. I’ve heard that sometime in the future you will be required to have a 4 year degree of some sort in order to sit the actual interpreting part of the cert. Does anyone know when this switches over? .

Is American sign language considered a second language that a lot of college’s require?

I plan to go to BYU. And all the high school teachers tell me that most colleges require a second language. I want to learn sign language instead of Spanish. Is sign language considered a second language that I need to get into college? .
