I am planning to study ASL in college to become a translator or teacher to families with deaf. Also I prefer a college in the eastern area. Most people suggest going to a deaf college, can you even go to deaf colleges if you are hearing?

Yes… you can study even you are normal person that is a good. It is easy to learn like you a normal person. You can also help a blind can hear and say. This a good major lesson to study.
Gallaudet University offers both Deaf Education and Interpreting programs. It is located in Washington D.C. and is a deaf school. People that are not deaf can also go to this college. Another college (it is not on the east coast though) that offers both programs is MacMurray College in Illinois. This is is not a deaf college (but a few deaf students do attend).
